How TLA works at Ramstein
Everything we get asked before a stay, in one place. If your question is not here, ask us.
What is a TLA or TLF?
A TLA or TLF is usually an apartment or house off base that accepts personnel to live for a short time, usually between 10 and 90 days. TLA actually means Temporary Lodging Allowance; it has become the local word for this kind of accommodation.
The official definition: Temporary Lodging Allowance (TLA) is intended to partially pay a Service member for higher than normal expenses incurred by a member or dependent while occupying temporary lodging OCONUS. TLA is available when it is necessary for a Service member or dependent to occupy temporary lodging upon arrival at or immediately before leaving a permanent duty station (PDS) OCONUS, or during other periods as specified in the DoD FMR, Volume 7A, Chapter 68, para. 6804. Am I eligible to stay in a TLA?
If you are US military, a GS civilian or a contractor in SOFA status, yes.
How many days of TLA do I get at Ramstein?
Military members: up to 60 days on arrival (PCS in) and up to 10 days on departure (PCS out) under the Joint Travel Regulations, chapter 9. At Ramstein, days 31 to 60 need approval through your chain of command, so plan your house hunt for the first 30 days and request the extension early. The Ramstein housing office has the final word.
GS civilians: TQSA for up to 90 days on arrival and up to 30 days on departure (DSSR 123 and 124). Contractors: as agreed in your contract.
I get TQSA. Can I still stay in a TLA?
Yes. TLA is simply the authorization of your TQSA.
Do I need a letter of non-availability?
US military members need a letter of non-availability to stay off base at the full per diem rate. Without it you are only reimbursed the on-base rate, which limits your options. Some GS personnel do not need the letter. Contractors do not need one. If you want to stay off base, contact us and we will figure out how to make it work.
I am on TDY. What is my lodging rate?
TDY personnel have their own rates, set by unit funding. Ask your unit representative for your rate.
How does a TLA work?
A TLA works much like a vacation rental, with one difference: the rates are not set by high and low season. They follow the Department of State per diem rates for overseas locations, which are updated at the beginning of every month. The result is a furnished home that makes the transition from living out of a suitcase feel like living in a home.
How much does a TLA cost?
A TLA normally rents for the lodging portion of your per diem. The rate starts at the current rate from the official per diem calculator. Since additional family members use more of the apartment, utilities and amenities, the price increases by the calculation authorized in the Joint Travel Regulation (JTR, chapter 9). Prices therefore vary with family size, but within your allowance you pay nothing out of pocket. GS personnel have a slightly different calculation; contact us and we will help with your rate.
Under German law we quote every stay in euro including VAT and all fees. The US dollar amount is shown for reference only.
How does per diem work?
Per diem is the daily allowance the DoD pays members traveling on official duty. It is split into two parts: Lodging, and Meals and Incidentals (M&IE).
Lodging is reimbursed at actual cost up to your lodging cap. It does not make, save or cost you anything as long as the rent stays under the cap. M&IE is where a family can come out ahead by eating less expensive meals.
Will I have out of pocket expenses?
No. Your per diem covers the cost of the TLA. Prices vary by family size to cover the cost of housing more or fewer people, but never exceed your cap.
Why do I need a VAT form?
A TLA stay in Germany is a short term rental (shorter than 6 months). Because it is rented to personnel in SOFA status, VAT forms are used to reduce the cost to the military and the federal government, which also keeps rates in the area affordable. This is standard procedure under Art. 67 (3) of the NATO Supplementary Agreement (NATO-ZAbk).
When do I pay?
- US military: within the 10 day finance window.
- GS personnel: you pay the first night so you can bring the receipt to your allowances team at CPO. That starts the process of sending your per diem to your bank account. Since this can take up to a month, the following nights can be paid once the funds reach you. We arrange this case by case.
- Contractors: any time within the period of stay.
How do I pay?
- Military members usually pay with their GTC.
- GS and contractors: direct bank transfer from your service credit union or community bank is preferred. Cash is accepted during the first month while local bank accounts are being opened. Credit and debit cards are also accepted.
I am GS with TQSA. Is my stay taxed as income?
No. TQSA is a non-taxable allowance and does not show up as income. TQSE (your stay before coming to Germany), flights, vehicle shipment and the HHG shipment are added to your income and taxable. Once you arrive in Germany your status changes to TQSA while you look for permanent quarters. The TQSA before you return to the US is also not taxable.
How do I calculate my maximum lodging rate?
Per diem looks complicated but is four short steps. This example is for military members and their families; GS personnel have a slightly different calculation, contact us for yours.
- Open the per diem rate lookup, choose Germany under Outside CONUS and calculate.
- Scroll to your base, for example Ramstein AB. You need the Lodging rate (100%) and the M&IE rate (100%).
- Work out your family percentage: member alone 65%; member plus 1 dependent of any age 100%; each additional dependent under 12 adds 25%; each additional dependent 12 and over adds 35%.
- Add the percentages and multiply by the 100% rate. Example for a member, spouse and two kids under 12: 100% + 25% + 25% = 150% of the lodging rate.
Rates change monthly, so always check the current month before you book.
Do you accept pets?
Yes, in every apartment and free of charge. Most of our guests arrive with a dog or a cat. Just tell us about your pet when you book.
Is there a loaner car?
Yes. Every apartment comes with a loaner car, so you have wheels from day one while you wait for your own car or sort out a purchase. Ask us about the details when you book.
Can I extend or shorten my stay?
Usually yes. Most PCS guests do not know their exact departure date when they arrive, so we book you for your expected stay and adjust as your house hunt develops, as long as the apartment is free. We charge no cancellation fees; just keep us informed.
